CMT’s story is built on a strong technical heritage. Its roots trace back to CMT (Testing) Limited, established in the United Kingdom in 1976 as an independent testing organisation. Over the years, the company built a strong reputation in materials consultancy, analytical services, laboratory and site testing, and investigative operations. Notably, CMT (Testing) Ltd was the first and only organisation to receive UKAS accreditation to ISO 17025 for testing lighting columns using the Relative Loss of Section (RLS) technique — a milestone that reflects its leadership in this specialised field.
Established in Singapore in 2005, CMT Global Technologies Pte Ltd carries this legacy forward as the global rights holder for RLS business operations outside the United Kingdom and the Republic of Ireland. The exclusive production of the RLS instrument in Singapore further underscores CMT’s central role in advancing this technology and serving markets around the world.
Today, CMT offers a comprehensive range of technology-driven services designed to help public and private sector clients manage infrastructure assets with greater confidence and efficiency. Its capabilities include advanced streetlight testing methods such as RLS lamppost corrosion testing, magnetic particle testing (MPT), remote visual internal inspection (RVI), streetlight lux mapping, and short-range phased array ultrasonic testing.
CMT has also expanded into smart facility management through solutions such as intelliSTREETLIGHT, a platform that enables streamlined fault reporting, asset tracking, and maintenance workflow management. Complementing these services is the company’s RLS Inspector training and certification programme, which has been offered since 2005 and has grown internationally across Australia, New Zealand, Hong Kong, Indonesia, South Africa, and Japan.

Doug Chambers
Doug Chambers is the founder of CMT (Testing) Limited.
CMT (established in 1976) is a reputable and professional independent testing organisation in UK. Reputation established through over 40 years of providing materials consultancy, analytical and laboratory and site testing and investigative operations. It is a United Kingdom Accreditation Service (UKAS) accredited organisation. It is also the first and only organisation awarded with UKAS accreditation to ISO 17025 for testing lighting columns using the unique Relative Loss of Section (RLS) technique.
CMT (Testing) Ltd, UK, is now wholly owned by KIWA.

Nick Payne
Nick Payne is a well known electronic engineering consultant and the inventor of a range of CMT’s Scribe Instruments, including the unique RLS machine which was jointly developed together with CMT in 1998.
All these instruments have a proven on-site inspection and testing performance that has been employed by many authorities and contractors in the UK and overseas.
CMT (Testing) Pte Ltd was established in 2005 in Singapore and now holds the worldwide rights (excluding UK and Ireland) for the business operation of RLS. Production of the RLS instrument is now conducted exclusively by CMT Singapore.
